In allen hochentwickelten Ländern – so
auch in Deutschland – muss bei ent-
sprechenden Schadenslagen mit einem
Massenanfall von mehreren hundert Verletzten gerechnet werden. Die Bevölkerung erwartet in solchen Lagen eine professionelle Hilfe.
Bei deren
medizinischer Versorgung spielen Krankenhäuser eine zentrale Rolle, weil eine definitive Versorgung nur dort möglich ist. Um eine derart große Zahl von Patienten behandeln zu können, ist die Auslösung des im Gesetz vorgeschriebenen Krankenhausalarmplans nötig. Untersuchungen zeigen aber, dass derartige Pläne nicht flächendeckend verfügbar sind. Im Rahmen der Fußball-WM 2006 wurde eine Bestandsaufnahme der Versorgungskapazitäten der bayerischen Krankenhäuser gemacht und ein Zuweisungskonzept für den Massenanfall entwickelt, das auf dem Prinzip der gezielten Zuweisung beruht. Der Wellenplan ist eine Verteilungsmatrix für die stufenweise Zuweisung von Schwerverletzten zu ringförmig um den Notfallort liegenden Krankenhäusern. Das Konzept wird beispielhaft am Wellenplan des Rettungsdienstbereiches Würzburg dargestellt.
Summary
In all highly developed countries, including Germany, incidents resulting in mass casualties involving several hundred injured persons must be expected and the population needs and expects professional help. In such a situation hospitals have a major role to play, since they alone are in a position to provide proper medical care. To ensure that large numbers of patients can receive adequate treatment, the hospital alarm plan required by law must be put in place. Studies have, however shown that, to date, such hospital alarm plans are not everywhere available. On the occasion of the 2006 Soccer World Cup held in Germany an investigation of the mass treatment capacities of Bavarian hospitals was conducted, and a casualty-specific treatment allocation concept developed. The resulting “wave plan” represents a distribution matrix for the stepwise allocation of seriously injured persons to hospitals located concentrically around the site of the emergency. This concept is explained on the basis of the wave plan of the emergency service group in Würzburg.
