Zusammenfassung
DGAI und BDA haben 2015 Eckpunkte für eine quantitativ und qualitativ den fachlichen Standards entsprechende personelle ärztliche Ausstattung anästhesiologischer Arbeitsplätze definiert, die der Behandlungsqualität, wie sie von Patientenrechtegesetz und Rechtsprechung gefordert wird, entspricht.
Das G-DRG-System liefert keine diesbezüglichen Personalanhaltszahlen. Im Jahr 2006 wurde erstmals eine sich primär an der Betriebsorganisation orientierende Personalbedarfskalkulation einschließlich eines Excel-Kalkulations-Spreadsheets von BDA/DGAI veröffentlicht, welche 2009 umfassend überarbeitet wurde und bis heute aktuell ist. Dies ermöglicht die systematische Analyse des tatsächlichen Personalbedarfs auf dem Boden der Betriebsorganisation einer anästhesiologischen Klinik. In diesem Beitrag wird nun die weiterentwickelte Version 2015 auf der Basis des obengenannten Eckpunktepapiers vorgestellt. Hervorzuheben sind dabei die stärkere Gewichtung der fachlichen und rechtlichen Anforderungen an die Patientenversorgung und Patientensicherheit.
Summary
In 2015, the German Association of Anaesthesiologists (BDA) and the German Society of Anaesthesiology and Intensive Care Medicine (DGAI) defined quantitative and qualitative cornerstones for the personnel requirement of physicians in anaesthesia, reflecting the current legal rights of patients in Germany, meeting legal demands of therapeutic quality, and thus serving patient safety. The German diagnosis-related groups (G-DRG) system for refunding does not deliver a basis for physician staffing in anaesthesia. In 2006 and, updated in 2009, BDA/DGAI introduced a new calculation base for the personnel requirement that included an Excel calculation sheet, which was oriented primarily to organizational needs. It enabled a systematic staff requirement analysis based on the organization of an anaesthesiological unit. The present article now presents the revised 2015 version, which especially reflects the actual laws governing the physicians working conditions and competence in the field of anaesthesia, as well as the demands of strengthening the legal rights, care and safety of the patients.
